on Education Rebuilding
As the host country for the upcoming G8 Hokkaido Toyako Summit, Japanmust demonstrate leadership by becoming an “advanced nation inenvironmental education.” For this purpose, Japan was asked toconsider deploying life environment studies, general study time,science class and social studies class to place ESD at the heart ofeducational content as a means to educate children about theenvironment.

27 JuneBasic Policy (Cabinet Decision): Honebuto 2008 In consideration of Prime Minister Yasuo Fukuda’s speech of June 9 on “Japan as a Low-Carbon Society” (the “Fukuda Vision”), ways of thinking about and studying the concept of a low-carbon, sustainable society were mooted at Honebuto 2008 as specific measures to construct a low-carbon society and create sustainable lifestyles.

13 June International Report of the US-Japan Conference on Cultural and Educational Interchange (CULCON) To promote exchange between the United States and Japan on education, participants urged the promotion of bilateral knowledge and educational exchange with a strong focus on ESD.

1 July(Cabinet Decision): Basic Plan for the Promotion of Education This plan positions ESD as one of Japan’s core educational concepts; advocates wide-ranging efforts to raise awareness of the importance of ESD as a planned, comprehensive policy for the next five years; advocates the preparation and dissemination of education and training programs for educational personnel involved with ESD; and presses for an increase in the number of UNESCO Associated Schools as key bases for ESD activities.

29 July (Cabinet Decision): Action Plan for a Low-Carbon Society The Action Plan, which is a specific action plan for the achievement of a low-carbon society in line with the Fukuda Vision, calls for efforts to promote ESD by increasing opportunities for ESD. To do this, participants are asked to create a framework for thinking and learning about low-carbon, sustainable societies in a wide range of situations and at every stage of life, and to increase the number of UNESCO Associated Schools to 500 as key bases for the promotion of ESD.

1 JulyG8 University Summit:
Sapporo Sustainability Declaration This summit adopted the Sapporo Sustainability Declaration, which states that universities have a duty to work toward achievement of global sustainability and sets out specific steps that can be taken to achieve this goal, including a series of demands to the assembled heads of state. The declaration advocates partnership between governments and universities to propose and implement policies related toward sustainability.

8 JulyG8 Hokkaido Toyako Summit: Leaders’ Declaration In the sections on the environment and climate change, the Leaders’ Declaration advocates the promotion of ESD as a means to encourage more concerted citizen action toward the achievement of a sustainable, low-carbon society. This promotion would be accomplished through support for UNESCO and other organisations involved in the field of ESD as well as the formation of “knowledge networks” linking universities and other related organisations.

29 September(Cabinet Decision): New Economic Growth Strategy—Follow-up and Revisions As a means of revitalizing each region and orienting its SMEs, agriculture and services toward the future, the strategy calls for the promotion of ESD to educate personnel for regional society and the provision of support to increase the number of UNESCO Associated Schools as key bases for the promotion of ESD.

Leaders’ Declaration ESD was one of the sub-items mentioned in the Leaders’ Declaration. The Declaration offered an evaluation of the ongoing international efforts of UNESCO and others to promote ESD and recommended an acceleration of these efforts.

22 to 24 AugustACCU Asia-Pacific Forum for ESD Educators and Facilitators This forum convened educational professionals and specialists from Japan and throughout the Asia-Pacific region to discuss ESD as a program without barriers between the developed and developing world. The Tokyo Declaration of HOPE was adopted.

UNESCO Associated Schools in Japan This meeting is held for practitioners of ESD and UNESCO associated schools, teachers, education administrators, scholars, workers from private enterprises, and students. 350 people attended the meeting.
